СЪЩНОСТ И ОЦЕНКА НА АГРОХРАНИТЕЛНИЯ ГАВЪРНАНС

Резюме

Целта на изследването е да адаптира методологията на новата институционална икономика и да предложи холистичен подход за адекватно разбиране на агрохранителния гавърнанс и за оценка на неговото качество. Агрохранителният гавърнанс се определя като сложна система с пет основни компонента: (1) аграрни и свързани агенти; (2) средства (правила, форми и механизми), които управляват поведението, дейностите и взаимоотношенията на агентите; (3) процеси и дейности, свързани с вземането на управленски решения; (4) специфичен обществен ред, произтичащ от процеса на гавърнанс; (5) резултати от функционирането на системата по отношение на реализацията на целите за устойчиво развитие. За оценка на качеството на агрохранителния гавърнанс в изследването ни е обоснована многомерна йерархична система от принципи, критерии, показатели и референтни стойности за добър гавърнанс. Първоначалната оценка на качеството на аграрния гавърнанс в България на базата на експертни и статистически данни показва, че то е на средно (европейско) ниво. По отношение на устойчивостта качеството е на добро равнище, докато по отношение на процесите, средствата и реда е на задоволително. Най-силните страни на аграрния гавърнанс са свързани със справедливостта и солидарността и с добре функциониращия публичен сектор, а най-слабите – с участието на заинтересованите страни и с ефективността на частния сектор.
